Ha! That's a classic floor lift! It's like a partial squat, with a dipping belt attached to a chain that goes around the barbell. Some oldies used to call it the "hip & back" lift.
I believe Bruce Randall is the man in that picture. He's got the weight all loaded up, and I must say that's quite a bit, WOW! Even for a partial squat! Impressive even for such a fucked up lift. Boy, Bruce Randall sure was quite the walking experiment...

Probably........a hip + back lift is just like the pic but usually performed on a platform with the weight being lower than the platform.

That's a hip lift. The most famous* hip lifter is probably Bill Good, who use to lift his 2100+ lb globe dumbbell this way.
The Jefferson is a between the legs deadlift.

That is a very good point you make, and we do know those 2 facts now.
The fact the shirt says Clark's gym, would steer some towards believing it is Bill Clark.
I myself believed it was Bruce Randall.
Some thought it was in Clark's gym, now others feel it is a basement/sewing room, with a wife as a spotter.

It is also possible that Bruce Randall may have worn a shirt that said "Clark's Gym" on it in order to support his friend Bill Clark's gym. Of course, the logo on the shirt increases the chances that the man in the picture is Bill Clark considerably, but that doesn't rule out the possibility that it is someone supporting Clark's Gym that happens to be utilizing such movement. Now...
Look at the background. Peg board on the wall with tools hanging from it, hanging florescent lights above a work bench, a beat up (dirty?) cabinet... The location appears to be a garage, not a gym.
That is a squat rack to his right as well, and he's utilizing a dipping belt in order to complete the hip lift movement. It appears as if he has hooked the dipping belt up to a chain which goes around the middle part of the loaded barbell, enabling him to lift the barbell off the floor.
