WASHINGTON -- Herman Cain's now-famous "9-9-9" tax plan was crafted by a rank-and-file investment adviser working at a Wells Fargo branch in an affluent rural Ohio town with a population of about 6,000 people.

Cain name-checked Richard Lowrie during Tuesday night's Republican debate on economic policy, and his campaign confirmed to HuffPost that Richard Lowrie Jr., a Wells Fargo employee in Pepper Pike, Ohio, outside of Cleveland, was the official adviser to his campaign who hammered out the "9-9-9" plan. The plan calls for creating a new 9 percent federal sales tax on everything consumers buy, while cutting the corporate tax rate to 9 percent and imposing a flat 9 percent income tax on all wages.

Cain said on "Meet the Press" that his program is "revenue-neutral," meaning it will raise exactly the same amount of tax money as the current tax system. By cutting corporate taxes and taxes for the wealthy,the program puts a heavy new tax burden on the poor and the middle class.

It is unusual for a presidential campaign to employ a local investment adviser as an economic policy expert. Major electoral campaigns typically seek out high-profile economists with federal policymaking experience or academic gravitas.

According to Lowrie's LinkedIn profile, his education tops out with a Bachelor of Science in accountancy from Case Western University. He has no formal training in economics, and there is no indication that he has ever worked on public policy.
According to that same profile, Lowrie's political experience includes working on the board of advisers for Americans For Prosperity, a hardline conservative outfit founded by the Koch Brothers, until 2008. In 2011, the group ran into trouble for posting fake eviction notices on the doors of Detroit families. Lowrie's LinkedIn profile also says he works on the volunteer advisory panel for the American Conservative Union.

Lowrie was not immediately available for comment.

Cain's 9-9-9 plan does not make sense fiscally, as has been pointed out by numerous studies. It is the flat tax regurgitated with a catchy name. It would put undue hardship on the poor and middle class (ie., virtually EVERYONE on this board), and be a field day for the wealthy.

Let me break down why his flat tax is great.  I'm in the 35% tax bracket.  Even if you are in the 25% bracket your federal income tax would only be 9%.  

The goods you purchase would be taxed at 9%.  Even if you completely were even with consuming exactly what you made income it would still come out to 18% tax.  Assuming with your income you are paying rent or a mortgage you would  see an incredible saving and more money in your pocket.  Business would be taxed at 9%.  

Tax revenue would go up.  Everyone is paying the same and it would be fair.  No write offs.  The amount in your pocket would make you smile when you got your pay check.

Cain has a tough sell with this plan.  He should have said a flat 18% for federal income tax for everyone without a consumer tax.  Look at your pay check for the few who have one on this site.  Are you happy with what you take home?  Maybe we should give the government a little more because they are so good at spending it.

In all of the brouhaha about Cain’s rhetoric as he’s rising in the GOP polls, appealing directly to the Tea Party base that is steeped in white resentment and hatred of President Obama, Cain’s 9-9-9 tax plan tends to get overlooked. It’s a 9% tax on income, a 9% tax on business profits and a 9% national sales tax.  Cain would entirely eliminate capital gains taxes – making even worse one of the most unfair income tax loopholes on the books.

On it’s face, Cain’s 9-9-9 scheme is obviously a tax break for the rich. Worse, it’s a tax increase for the folks with the lowest incomes.  And as formulated it’s even a bad deal for many businesses and for job creation.

Cain’s plan taxes gross sales, less dividends and cost of purchases, but doesn’t include a deduction for wages.  This is truly terrible for small businesses, many of which “profit” primarily by paying decent wages to worker-owners as well as their employees, who are often family members in the smaller enterprises.

Bruce Bartlett, writing at NYT’s Economix (check out his detailed analysis) summarizes the plan’s impact:

    With no tax on capital gains, the rich would pay almost nothing, while elimination of all deductions and credits, as well as imposition of a national sales tax, must necessarily raise taxes on everyone else…

    At a minimum, the Cain plan is a distributional monstrosity. The poor would pay more while the rich would have their taxes cut, with no guarantee that economic growth will increase and good reason to believe that the budget deficit will increase.

    Even allowing for the poorly thought through promises routinely made on the campaign trail, Mr. Cain’s tax plan stands out as exceptionally ill conceived.


I honestly have no idea if Cain is a serious candidate or an egomaniacal crackpot seeking attention. Or both. In any case he definitely is some sort of crackpot. There’s something more than a bit disturbing about watching a  black man gaining popularity – and profiting through his book sales and campaign fundraising – by appealing to the most ingrained resentments of the white Right, echoing their attacks on black people, the unemployed and the poor.

Cain appears on the election landscape as a shill for the worst of his audiences’ assumptions – attempting to minimize the legacy and impact of racism on the black community and demeaning black folks’ ability to act in their self-interest making pragmatic political choices as voters. He’s blasting anyone who resists the Tea Party/GOP’s barely-covert agenda to protect the rich who benefit from lower taxes and rising income inequality, and to further empower corporations.

Cain’s 9-9-9 tax plan – shifting the tax burden from the rich to the working poor and lower-middle class – fully reflects his broader role on the GOP stage. “Exceptionally ill-conceived,” as is Cain’s entire candidacy.

So you'll pick anyone as long as he's a Republican? What if Palin was leading the polls? Would you pick that fucking ninny-head that couldn't point 10 countries on a map and would more than likely be snorting coke of Putin's dick (as someone here once put it) and be laughed at at UN conventions for knowing, well, fuck all? Politicians are all salesmen but in this case surrounded by 127 000 advisers and lobbyist with their own agendas. Do you actually think it REALLY matters which figurehead occupies the White House? Which party sits in the White House?

I'll be too embarrassed to say that I actually voted, which thankfully I've never done in my 31 years alive. Make no mistake, I would vote ... if there was anyone to vote for. Unfortunately a certain demographic on this planet, and I include myself in that, want a bit more than tired slogans, bible waving and psychotic candidates (see Perry, Bachman off the top of my head) promising just about ANYTHING in order to get elected. Big donors and big business rule. Parasitic lobbyists rule. The president is a figurehead, a mannequin you polish up and roll out for the occasion when required. They know fuck all, they decided fuck all, they can't change fuck all. They don't even write their own fucking speeches or take sole decisions. Now tell me, what does it matter who sits in the White House? Are you that dumb that you actually believe that Democrats would make a difference over Republicans? Or vice versa?

Obama has caused food, energy, health care, commodity inflation; created massive uncertainty to business, embarassed this nation, undermined the health care system, weakend our enery supplies, weaken our produictiove capacity, pissed away trillions on scams, etc.
