Look at that photo. There is a "safety matters" poster on the wall. This is either at work or in a public place. I'm trying to think of ways to twist this man to make her out to be better, but no. You need to move past this broad. The fact that she is getting anyone to apologize for calling her out on pictures she took is just a sign of how experienced she is in dealing with this.
Don't be hung up on the girl. Save your time because the situation is still in early stages. Seeing how you (or whoever this story seems to apply to) seem to get attached fairly easy, fucking this girl may only make that worse. Just move past it. Find an actual good honest girl out there and pursue her. They are RARE (prob. about 10% in USA), but they do exist.

Assuming this is a legitimate question, here are my thoughts:
Offer her a chance to explain the photo. Of course, if you were on her laptop with out permission from her, you're sunk. Then the lesson is this, don't snoop, you might not like what you discover. I would imagine once you've seen the photo, it would be hard to get it out of your head and if you found it by snooping, you will never be able put it behind you....that's the part you won't like because you'll always wonder what the story behind it was.

Just approach this subject differently. I understood you've known her for couple of weeks or so? That's nothing. And she's a hot broad with a history and possibly has some skeletons in her closet, who knows. just take my advice... it's not THAT big a deal. It may seem so at first and you can make jokes about this, but if you really think about it... what is the big deal. And this is coming from me out of all people, apply85 and some others can confirm this.
What I would do? First I wouldn't have checked her open windows's. I would've told her that she can finnish her things in her fb etc, that you only saw windows open and didn't want to check them out. Secondly, I would've treated her at present what she is now, not what she might've been to other people or whatever.
I would grab her ass like I would any normal day (if I was in your shoes) and eat her, fuck her and whatever.
Don't take things for granted but be open minded, I think you wanted this girl all for yourself after just couple of weeks seeing her, these things happend and that's why adults usually don't take things for granted and just see how things build up.
