AUSTIN, Texas - August 23rd, 2012 - There comes a point in every man's life when he has to say, "Enough is enough." For me, that time is now. I have been dealing with claims that I cheated and had an unfair advantage in winning my seven Tours since 1999. Over the past three years, I have been subjected to a two-year federal criminal investigation followed by Travis Tygart's unconstitutional witch hunt. The toll this has taken on my family, and my work for our foundation and on me leads me to where I am today – finished with this nonsense.
I had hoped that a federal court would stop USADA's charade. Although the court was sympathetic to my concerns and recognized the many improprieties and deficiencies in USADA's motives, its conduct, and its process, the court ultimately decided that it could not intervene.
If I thought for one moment that by participating in USADA's process, I could confront these allegations in a fair setting and – once and for all – put these charges to rest, I would jump at the chance. But I refuse to participate in a process that is so one-sided and unfair. Regardless of what Travis Tygart says, there is zero physical evidence to support his outlandish and heinous claims. The only physical evidence here is the hundreds of controls I have passed with flying colors. I made myself available around the clock and around the world. In-competition. Out of competition. Blood. Urine. Whatever they asked for I provided. What is the point of all this testing if, in the end, USADA will not stand by it?
From the beginning, however, this investigation has not been about learning the truth or cleaning up cycling, but about punishing me at all costs. I am a retired cyclist, yet USADA has lodged charges over 17 years old despite its own 8-year limitation. As respected organizations such as UCI and USA Cycling have made clear, USADA lacks jurisdiction even to bring these charges. The international bodies governing cycling have ordered USADA to stop, have given notice that no one should participate in USADA's improper proceedings, and have made it clear the pronouncements by USADA that it has banned people for life or stripped them of their accomplishments are made without authority. And as many others, including USADA's own arbitrators, have found, there is nothing even remotely fair about its process. USADA has broken the law, turned its back on its own rules, and stiff-armed those who have tried to persuade USADA to honor its obligations.
At every turn, USADA has played the role of a bully, threatening everyone in its way and challenging the good faith of anyone who questions its motives or its methods, all at U.S. taxpayers' expense. For the last two months, USADA has endlessly repeated the mantra that there should be a single set of rules, applicable to all, but they have arrogantly refused to practice what they preach. On top of all that, USADA has allegedly made deals with other riders that circumvent their own rules as long as they said I cheated. Many of those riders continue to race today.
The bottom line is I played by the rules that were put in place by the UCI, WADA and USADA when I raced. The idea that athletes can be convicted today without positive A and B samples, under the same rules and procedures that apply to athletes with positive tests, perverts the system and creates a process where any begrudged ex-teammate can open a USADA case out of spite or for personal gain or a cheating cyclist can cut a sweetheart deal for themselves. It's an unfair approach, applied selectively, in opposition to all the rules. It's just not right.
USADA cannot assert control of a professional international sport and attempt to strip my seven Tour de France titles. I know who won those seven Tours, my teammates know who won those seven Tours, and everyone I competed against knows who won those seven Tours. We all raced together. For three weeks over the same roads, the same mountains, and against all the weather and elements that we had to confront. There were no shortcuts, there was no special treatment. The same courses, the same rules. The toughest event in the world where the strongest man wins. Nobody can ever change that. Especially not Travis Tygart.
Today I turn the page. I will no longer address this issue, regardless of the circumstances. I will commit myself to the work I began before ever winning a single Tour de France title: serving people and families affected by cancer, especially those in underserved communities. This October, my Foundation will celebrate 15 years of service to cancer survivors and the milestone of raising nearly $500 million. We have a lot of work to do and I'm looking forward to an end to this pointless distraction. I have a responsibility to all those who have stepped forward to devote their time and energy to the cancer cause. I will not stop fighting for that mission. Going forward, I am going to devote myself to raising my five beautiful (and energetic) kids, fighting cancer, and attempting to be the fittest 40-year old on the planet.

There were no fancy drugs involved, says Landis. Just repeated blood doping (removing blood, storing it in the fridge, and then transfusing it back into the body during the race) and the use of testosterone to aid recovery between races.
Lance Armstrong immediately dismissed Landis as a liar, just as he did when Landis published the first details in May.
Several unnamed former members of Lance's teams say they saw the same doping that Floyd Landis describes. Several other members of the team say they didn't see it. The current members of Lance's team and others Floyd Landis named did not respond to request for comment.
If memory serves, the exact wording of the cheating denial Lance Armstrong usually uses is "I have never used performance-enhancing drugs."
Perhaps importantly, the blood doping tactic Landis describes does not involve the use of performance-enhancing drugs (it merely boosts the body's red-blood cell count through a transfusion of the rider's own blood). It is still considered cheating, however.

I thought the exact same thing. I listen to talk radio (sports/NPR) and the way that guy was talking about Lance on all of the interviews, he's a self righteous prick. He almost reminds me of Goodell, it's his way or no way. His logic is, if he isn't going to fight it, he must be guilty. Guilty or not (which he probably is) it should not be handled that way. Lance is a fucking sports hero for this country and does way more good with his cancer awareness than bad by a little doping, alledgedly. Its a shitty situation because if Lance is stripped of his titles...then no one will bother competing anymore. What good is it to win all the titles and pass every drug test when you can be stripped of it outright. And no one can blame Lance for giving them the finger. He spent 9 years fighting the charges in federal court and he won. How much more money and time should someone spend??? I think after 9 years and 500 doping tests, they should just leave it alone.

He was randomly tested 63 times, in one year. "Randomly" as in, "knock-knock, I know you're eating dinner right now Mr Armstrong, but we need you to piss in this cup right now" - and "ring-ring, where are you right now, Mr Armstrong, we need blood samples immediately"
Sixty three times. Not a single sample came back positive. The French tried and tried. It got to the point that he didn't trust his samples out of his sight. All had "B" samples that were tested as well. WTF else do they want?! If he cheated, he apparently knew ways to mask the samples and avoid detection that no one else knew?!
Come on! I believe cycling to be as strife with cheating as any other endurance or strength related sport. But if you pass, you pass.....don't dig up ten "witnesses", ten plus years later and say "you're guilty of a sport we don't even control, and oh yeah....thanks American tax payers for funding this!"
I'd be done with it, too. Ask those "witnesses" that were his team mates if they're willing to pay back the portion of the winnings that Lance gave them.....since you know, he didn't win legitimately, and he's being stripped.

None.....the 2001 drug test for EPO that LA supposedly failed is only an accusation by Tyler Hamilton.
Hamilton claims the UCI, Armstrong, and the head of the testing agency lab all conspired together to hide the failed test. Hamilton says he reported it to the FBI.

It seems a lot of test results were misplaced or mishandled. I remember 60 Minutes mentioning that. Also I remember something about the examiners not always being present when the bottle was being filled. It seems they went out of their way to accomodate him because he was the golden boy.

This is really a catch 22. Lance could easily say that he has passed all of the drug tests ever given to him. In reality, Lance had to have been scared of the possible evidence that they had against him. The dude doped, we all know it.

Yes. The whole notion that "anything is possible" is entirely implausible. Beethoven was conducting symphonies at 5 years old. All the hard work and will in the world wont make 99.9% of the population accomplish this. As much as we do not want to admit, there are some people who are born with an innate ability for sports, arts, science, etc. We do not all possess these traits and even with all the hard work, will most likely never possess these them. We should be happy with what we can accomplish given our limitations, both physical and mental.

Lance Armstrong was “warned before all planned doping controls,” an adviser to the French anti-doping agency AFLD has said. Michel Rieu, scientific adviser to AFLD, said this was only one of the methods the American used to escape detection of his doping.
"The inspectors encountered many difficulties in making unannounced checks. Armstrong was always informed in advance, so he still had twenty minutes to cover his tracks. He could thin his blood or replace his urine. He used the EPO only in small quantities, so it was no longer there to detect. We were powerless against this way of working,” Rieu told the Le Monde newspaper.
He also claimed that Armstrong used a large network to help him with his doping, and his avoidance of positive doping controls. "Armstrong let himself be surrounded by many physiologists. Also in the logistics field, everything was possible. The rumor was that his private jet was flying blood in from the United States.”
Armstrong was on Friday given a lifetime ban by the USADA, with all his results since August 1998, disqualified, including his seven Tour de France victories. He had chosen not to challenge doping charges which the American agency had brought against him.
French attorney Thibault de Montbrial, who defended the paper in a suit filed by Armstrong against LA Confidential authors David Walsh and Pierre Ballester, thinks the cumulative pressure of authors such as these and the SCA Promotions lawsuit that followed contributed to the downfall of Armstrong.
He also believes riders are still showing suspicious signs.
"Work together with Antoine Vayer [LeMond columnist], the performance specialist, helped show the implausibility of the power generated in watts on the climbs. Moreover, it is interesting to note that the UCI has banned the publication of such real-time statistics in 2012. And we can understand why when you see that the power production by [Bradley] Wiggins and [Chris] Froome (first and second of the Tour) is comparable to the turbulent times of the late 1990s and early 2000s."

Too much indirect evidence against FloJo. Her time in the 100m is evidence enough. That time is absolutely untouchable, similar to the records set by eastern European dopers in the 80s. That doesn't happen in olympic sports. Records are continually broken over time in swimming, sprinting, etc. Womens T&F is the only sport where world records aren't being broken (hell, peole aren't even coming close), and we know it's because of doping. These women never tested positive, but at least in the case of the Eastern European women, we do have detailed documents outlining their drug use. Although such records don't exist for FloJo, there is just way to much indirect evidence against her. Nobody in the track and field community thinks she ran that time even remotely clean. The times of these women are so ridiculous that the only modern woman who appeared to have a chance to break some of them turned out to be a man. ;) To be sure, today's sprinters are absolutely using too, but things are more tightly regulated now. It's not as easy as it was before.

That would be nice but given the amount of money involved it just is not going to happen. For me, bodybuilding in the 40s and 50s was the best period for health and appearance. The 60s and 70s found drugs filtering in but they still got off for months at a time to allow the body to rest. From the 80s on the descent into hell began.
Mainstream sports such as basketball, baseball and football have declined in purity and purpose and all for the buck. I no longer watch the Olympics as it is for the most part crap. Sooner or later they may just give up and allow the open use of dope without penalty. Of course they will call it the natural evolution of sport or some such tripe. Last week, after iconic American cyclist Lance Armstrong said he would no longer fight the charges brought against him by the U.S. Anti-Doping Agency, many wondered if Livestrong--the foundation for cancer survivors founded by the seven-time Tour de France winner and testicular cancer survivor--would suffer as a result.
It doesn't look like it.
On Friday, Armstrong said that donations to Livestrong were up 25 times over the day before. "Thank you thank you thank you!" he wrote on Twitter.
Doug Ulman, Livestrong's chief executive, told ESPN that the foundation had received $78,000 in unsolicited donations in the 24 hours following the announcement of Armstrong's decision. Compare that to Thursday, when Livestrong received just $3,200.
"It's been really tricky for the organization to be able to deal with all of these challenges to Lance's image," Stacey Palmer, editor of The Chronicle of Philanthropy, told NPR, "but one of the things that's so interesting is that they've managed to increase their fundraising and demonstrate that they're much beyond what his role is."
Ulman said Livestrong has seen a 13 percent increase in contributions in the last 12 months.
As a result of the doping charges, Armstrong has been stripped of his seven Tour titles and been banned for life from professional cycling. He is, however, still competing in bike races. On Saturday, Armstrong finished second in a 36-mile mountain bike race in Aspen, Colo., where he made his first public comments since being hit with the lifetime ban.
"Nobody needs to cry for me," Armstrong told reporters. "I'm going to be great.
"It's not so much about racing anymore," the 40-year-old native Texan continued. "For me, it's more about staying fit and coming out here and enjoying one of the most beautiful parts of the world, on a beautiful day, on a very hard course."
Since Armstrong launched Livestrong in 1997, the foundation has raised close to $500 million.
"Drugs or no drugs," Matthew Serge wrote on Twitter, "anyone that raises $500 million to fight cancer is cool by me."
The winner of Saturday's race, 16-year-old Keegan Swirbul, added: "I'm so psyched right now--to beat the seven-time Tour champ."

Not all charities do things like that. Some even have their workers raise their own living funds as well as donations for the cause instead of receiving a set salary.
You can research how much of your dollar actually goes to the cause if they have a good level of financial transparency. If they don't, skip them, there are plenty of good charities/ministries that are transparent.

In the absence of any hard laboratory evidence, FBI investigators turned to former Tour de France winner Floyd Landis. Landis had lost his title after a positive dope test, initially claiming innocence and then later admitting guilt. It was only at this juncture that he made doping accusations against Armstrong and others. It does not appear that any charges were brought against these athletes, which, says Bruce Deming former FBI investigator, raises the problem of credibility: were they promised immunity if they cooperated with the investigation of Armstrong? But even after all of this, which took two years and millions of dollars, federal prosecutors dropped the investigation on February 3, 2012.
“The reason was obvious,” says Deming. “They didn’t have enough evidence to bring a single charge. I don’t think anyone would dispute that, or the fact that summarily dropping the case was an embarrassment to those who championed the investigation, including USADA’s CEO, Travis Tygart.”
