Russia to reopen spy base in Cuba as relations with US continue to sour

Russia has quietly reached an agreement with Cuba to reopen a Soviet-era spy base on America's doorstep, amid souring relations between Moscow and Washington.
The deal to reopen the signals intelligence facility in Lourdes, south of Havana, was agreed in principle during president Vladimir Putin's visit to the island as part of a Latin American tour last week, according to the newspaper Kommersant.
Opened in 1967, the Lourdes facility was the Soviet Union's largest foreign base, a mere 155 miles from the US coast. It employed up to 3,000 military and intelligence personnel to intercept a wide array of American telephone and radio communications, but Putin announced its closure in 2001 because it was too expensive – Russia had been paying $200m (£117m) a year in rent – and in response to US demands.
After Putin visited Cuba on Friday, the Kremlin press service said the president had forgiven 90% of Cuba's unpaid Soviet-era debts, which totalled $32bn (£18.6bn) – a concession that now appears to be tied to the agreement to reopen the base.
"Lourdes gave the Soviet Union eyes in the whole of the western hemisphere … For Russia, which is fighting for its lawful rights and place in the international community, it would be no less valuable than for the USSR," Vyacheslav Trubnikov, former head of Russia's foreign intelligence service told Kommersant.
The move appears to be part of Moscow's campaign to reassert itself as a geopolitical rival to the United States and comes as the west is set to expand sanctions against Russia over its role in the Ukraine conflict. European Union leaders are expected to implement further asset freezes and stop lending to Russia at a summit on Wednesday, while the United States is reportedly considering its own unilateral sanctions against the Russian financial and defence industries.
During Putin's Latin American tour, he also signed agreements to establish positioning stations in Argentina, Brazil and Cuba for Glonass, Russia's answer to the United States' global positioning system (GPS). He also made a surprise stop to discuss placing a Glonass station in Nicaragua, where president Daniel Ortega called Putin's first visit to the country a "ray of light"."The goal of Putin's visit to Cuba, Nicaragua and Argentina was to strengthen geopolitical connections with Latin America in response to the United States' attempts to isolate Russia," Alexei Pushkov, the chairman of the foreign affairs committee in Russia's parliament, tweeted after the trip.
Reopening the Lourdes base marks another low in US-Russian relations, although some experts argue the significance of the move is largely symbolic. Moscow-based defence analyst Pavel Felgenhauer called the reported re-establishment of the Lourdes base a "PR move" to show Washington the "middle finger" and said it was prompted in part by the expansion of western influence in Ukraine. Russian officials have worried that Ukraine, which recently signed an association agreement with the EU, will become the latest former Soviet republic to join Nato.
"There's not much radio chat left of any importance, it's all going to coded channels, so I think the intel-gathering value would be much less than 20 years ago," he said. However, the base could be useful for stealing commercial secrets, Felgenhauer admitted, "because when individuals chatter they're not always so attentive of secure lines."
But Ruslan Pukhov, the director of the Centre for the Analysis of Strategies and Technologies in Moscow, said the base does have military value and that negotiations with Cuba were likely mostly completed before the Ukraine crisis even started in November. The reopening follows Russia's attempts to break its "strategic solitude" by improving military cooperation with other countries and said it could share information from the base with US rivals like China, he said.
"Any country that is supporting us, whether it's Cuba, Nicaragua, or Venezuala, is welcome, and we are not as poor as in the 1990s, we are ready to pay for this," Pukhov said. "Since we have very big problems with spy satellites, which are full of Western components, and our spy ships are not in good shape and can't get close to US shores, this base is extremely important for us."
Similarly, the placement of Glonass stations in new countries is important for the commercial future of the project, which has become a "kind of fetish for Russian political establishment," Pukhov said. Notably, the United States has refused to host a Glonass station, although Russia has continued to offer. On Wednesday, Russian space systems head Gennady Raikunov suggested placing a Glonass station on the Alaskan coast in comments at the Farnborough Airshow in Hampshire, Russian news agency Interfax reported.

It feels strange having known someone who died on this plane. Makes me think about how none of us knows when our time will be up or when it will be the last time you see someone...Ironically he was a pilot by Profession, was just on his way back from a work in the Netherlands to meet his wife. I can't fathom how his wife, two sons and family must be feeling right now :'(

Intercepted phone calls purportedly between Russian military intelligence officers and members of a pro-Russian separatist group that appear to capture the moment the rebels realized the plane they shot down was a civilian passenger plane could be the smoking gun that helps prove Malaysia Airlines Flight 17 was downed Ukraine by the insurgents.
The tapes were released by SBU, Ukraine's security agency, and transcript was published in the Kiev Post. It appears to capture the chaotic moments after the plane was shot down — and the realization that it was a passenger plane rather than a Ukrainian transport plane, which had been targeted in recent days by the Russia-backed separatists.
"We have just shot down a plane," says a man the SBU identified as Igor Bezler, a Russian military intelligence officer and leading commander of the self-proclaimed Donetsk People’s Republic.
That call came just 20 minutes after the crash and was placed to a person identified by Ukraine’s SBU as a colonel in the main intelligence department of the general headquarters of the armed forces of the Russian Federation Vasili Geranin, according to Ukraine security officials.
But in a second tape released by the agency, two men identified as "The Greek" and "Major" discuss the debris field and the fact the the plane was a civilian aircraft.

“It’s 100 percent a passenger [civilian] aircraft,” Major is recorded as saying, as he admitted to seeing no weapons on site. “Absolutely nothing. Civilian items, medicinal stuff, towels, toilet paper.”
The Boeing 777 was flying from Amsterdam to Kuala Lumpur when it was shot down by what U.S. intelligence sources confirm was a surface-to-air missile near the village of Chornukhine, Luhansk Oblast, some 30 miles inside the the border with Russia.
The second conversation, if verified as authentic, could dispel Russian separatist claims that it was the Ukrainian military that shot the plane down. According to the transpcript:
Major: "These are Chernukhin folks who shot down the plane. From the Chernukhin check point. Those cossacks who are based in Chernukhino."
Grek: "Yes, Major."
Major: "The plane fell apart in the air. In the area of Petropavlovskaya mine. The first '200' [code word for dead person]. We have found the first '200.' A Civilian."
Greek: "Well, what do you have there?"
Major: "In short, it was 100 percent a passenger [civilian] aircraft."
Greek: "Are many people there?"
Major: "Holy [expletive]! The debris fell right into the yards [of homes]."
In a third intercepted conversation released by the SBU — which the agency says took place about 40 minutes after insurgents seemed to realize they had shot down a civilian plane — Cossack commander Nikolay Kozitsin tells an unidentified separatist that the fact the Malaysia Airlines plane was flying over the combat zone likely meant it was carrying spies.
"That means they were carrying spies," Kozitsin allegedly says. "They shouldn’t be [expletive] flying. There is a war going on."
On Friday, emergency workers combed the sunflower fields and villages of eastern Ukraine, searching the wreckage of the jetliner. The attack on Thursday afternoon killed 298 people from nearly a dozen nations, including vacationers, students and a large contingent of scientists heading to an AIDS conference.
U.S. intelligence authorities said a surface-to-air missile brought down Malaysia Airlines Flight 17 as it flew from Amsterdam to Kuala Lumpur, but could not say who fired it. The Ukraine government in Kiev, the separatist pro-Russia rebels they are fighting in the east and the Russia government that Ukraine accuses of supporting the rebels all deny shooting the passenger plane down. Moscow also denies backing the rebels.
By midday, at least 181 bodies had been located, emergency workers said.
Russian President Vladimir Putin blamed Ukraine for the downing, saying it was responsible for the unrest in its Russian-speaking eastern regions — but did not accuse Ukraine of shooting the plane down and did not address the key question of whether Russia gave the rebels such a powerful missile.
Ukrainian Prime Minister Arseniy Yatsenyuk described the downing as an "international crime" whose perpetrators would have to be punished in an international tribunal.

He was among “a number” of AIDS researchers, health officials and activists thought to have been aboard the flight, the International AIDS Society said Friday. They were en route to the International AIDS Conference, scheduled to begin Sunday in Melbourne, Australia. He was accompanied by his longtime companion, Jacqueline van Tongeren.
The World Health Organization also confirmed on Friday that Glenn Thomas, a communications officer, was aboard the plane and is presumed dead.

Dr. Lange, a former president of the society and the executive scientific director of the Amsterdam Institute for Global Health and Development, was a pioneer from the early years of the AIDS crisis and had played a key role in making H.I.V. treatments available to people in the developing world. He began researching the epidemic in 1983.
Even before the Global Fund to Fight AIDS, Tuberculosis and Malaria as well as the Presidents Emergency Plan for AIDS Relief were created, Dr. Lange was a prominent advocate for affordable drugs for AIDS patients in poor countries.
According to his biography on the institute’s website, he had been “the architect and principal investigator of several pivotal trials on antiretroviral therapy and on the prevention of mother-to-child transmission of H.I.V. in both the developed and developing world.”
He also worked for W.H.O., heading up clinical research and drug development in the mid-1990s.
He was eulogized Thursday night at a dinner for AIDS researchers in Melbourne who had arrived early for preconference meetings of the International AIDS Society.
Dr. David Margolis, an AIDS researcher at the University of North Carolina in Chapel Hill who attended the dinner, said speakers recalled that Dr. Lange said, “If we can get a cold can of Coke to any part of Africa, we can certainly deliver AIDS treatment.”
Dr. Lange and Dr. David Cooper, an Australian AIDS researcher, along with Thai doctors, founded a research program in Thailand known as H.I.V.-NAT, with the last three letters standing for Netherlands, Australia, Thailand.
“It was one of the first models of international collaboration on clinical research in a developing country,” said Dr. H. Clifford Lane, the deputy director for clinical research at the National Institute for Allergy and Infectious Diseases.
It served as a model for many later collaborations with African medical schools, he said.
“Joep was a very engaging person,” Dr. Lane added. “He spoke his mind, but never with anger. He was one of those people you’d seek out for a good discussion.”

The field of HIV/AIDS research has suffered a savage blow as reports suggest that as many as 108 leading researchers and advocates within the field were on board the Malaysia Airlines flight that that crashed yesterday. While the loss of any individual in such an instance is an extreme tragedy, the situation is particularly saddening given the loss of knowledge and expertise that was dedicated to tackling this dire global health problem.
The Boeing 777 airliner, which took off from Schiphol airport in Amsterdam, was on its way to Kuala Lumpur when it crashed on the Ukraine-Russia border, carrying 298 passengers. According to US and Australian governments, the cause of the crash was a surface-to-air missile. There were no survivors.
On board flight MH17 were a number of delegates headed to Melbourne for the AIDS 2014 conference which is due to start on Sunday. Over 100 attendees were scheduled to take this flight, but official confirmation of those on board has not yet been released. However, it is known that former International AIDS Society president and leading AIDS researcher Joep Lange was amongst those on the plane. Lange’s partner and ArtAIDS board member, Jacqueline van Tongeren, was also on board.
“Joep had an absolute commitment to HIV treatment and care in Asia and Africa,” director of Kirby Institute David A Cooper said in a University of New South Wales press-release. Lange has been working on HIV treatments since 1983 and has made ground-breaking contributions to the development of affordable HIV treatments, in particular combination therapies.
According to International AIDS Society president Francoise Barré-Sinoussi, the conference is scheduled to go ahead despite the tragedy, as “we know it’s really what they would have liked us to do.”

I think Russia supports separatists, but not in form of weapon deliveries, more like intel reports. There is no fancy tactical weapons in play from the separatists side, only fire arms and some anti air weapons, which could be counted on fingers.
There is still no evidence that it were separatists and not ukranian military. I lean towards opinion that it was ukranian forces attack, as a cover up action to toughen sanctions on Russia. Can't think of reason why separatist could need that. And I don't belive it was a someones mistake - civil plane is big fast moving target on specific height, it can't be confused with anything else, also considering limitations on range of anti air weapon you have literally a minute to fire a missile, so it must be coordinated carefully.
Actually i find that incident quite interesting, there is third side - Malaysian airline company, which can be driven towards bancrupcy by second big incident in a row. Air traffic makes a lot of money. It sounds even more reasonable than separatists attack.

Rebel leader gives bizarre account of plane crash
MOSCOW (AP) -- A top pro-Russia rebel commander in eastern Ukraine has given a bizarre version of events surrounding the Malaysian jetliner crash - suggesting many of the victims may have died days before the plane took off.
The pro-rebel website Russkaya Vesna on Friday quoted Igor Girkin as saying he was told by people at the crash site that "a significant number of the bodies weren't fresh," adding that he was told they were drained of blood and reeked of decomposition.

I love the West's propaganda where anyone that opposes Kiev's fascist Neo-Nazis is automatically said to be aligned with Putin. Calling them "Pro Russian rebels" ensures the Western public links them to Putin, no matter who they are, or what they do. Maybe, just maybe, there are those of Ukraine that don't like the regime that the West has put in place. Perhaps the Western media should start calling ISIS and Al-Qaeda "Pro-American" rebels, as it would be fitting, being the U.S arms and runs those psychopaths.

Malaysian Airlines Confirms that it was Instructed to Fly MH17 at Lower Altitude over East Ukraine

On the matter of MH17’s flight path, Malaysian Airlines confirms that the pilot was instructed to fly at a lower altitude by the Kiev air traffic control tower upon its entry into Ukraine airspace.
”MH17 filed a flight plan requesting to fly at 35,000ft throughout Ukrainian airspace. This is close to the ‘optimum’ altitude.
However, an aircraft’s altitude in flight is determined by air traffic control on the ground. Upon entering Ukrainian airspace, MH17 was instructed by Ukrainian air traffic control to fly at 33,000ft.”

The black box has been turned over, would the alleged SU-25 jets tailing the plane possibly be mentioned by the pilots on the black box recording?

It is worth noting that a Ukrainian SU-25 fighter jet equipped with air-to-air R-60 missiles was detected within 5-10 km of the Malaysian aircraft, within an air corridor reserved for commercial aircraft.

What was the purpose of this air force deployment? Was the Ukraine fighter jet “escorting” the Malaysian aircraft in a Northerly direction towards the war zone?
The change in the flight path for Malaysian airlines MH17 on July 17 is clearly indicated in the map below. It takes MH17 over the war zone, namely Donetsk and Lugansk.
