A lot of times they don't create anything.....im actually in favor of a flat tax overall. Everyone rich or poor pays evenly. Also strict monitoring of food stamps to only be used for bare essentials. Black youths are ostracized by their fellow black classmates, for trying to get an education and better themselves. Black poverty levels have actually decreased over time, yet crime rates have increased.
