If you mean +$50 on your take-home pay (after taxes, benefits, etc.), that is not really relevant to this question, I think you would have to look at the pre-tax income and how much is taken out for various things to answer this puzzle.

Years ago I worked with people that would immediately take their W2's and run to H&R Block during lunch break and pay $200 to get there $1,000 return right away. They could have gone online and filled out their one page form on a site like freetaxusa.com and got the full $1000 return in a week or two direct deposited in their account. ::)

The 1040 has been greatly simplified.
My own tax liability was reasonable.
People who had too much tax withheld get a refund.
People who had too little withheld have to pay.
Same goes for those who pay estimated tax.

Bingo! Thanks for this information. I can be such an idiot (although rarely). You are so right. Less federal tax was deducted from my monthly income in 2018 than in 2017. It follows that my refund would reflect this. I had around $60. more spendable income each month this past year then I did the year before. However, I liked getting a bigger refund, because it was in one lump sum and I treat my refund like "mad money". Sixty dollars is so nickel - dime that I didn't even notice my retirement deposits were higher than just the 3% cost of living increase I get each year.
When all is said and done, this was not a income tax reduction though, because the combined tax amount didn't change noticeably. All that was different was the method of paying the tax. It's a case of pay now or pay later.

What's funny is that many of us spend more money on the deductions (such as mortgage interest), than we save on our tax bill.

But the point of tax cuts isn't to drive tax revenue higher. When politicians talk about tax cuts "paying for themselves", they mean tax revenue won't being taking a hit and it's not. It's continuing to grow. Spending cuts need to come next.

In short, living in NJ, despite the lower tax rate and higher child tax credits, I lost almost $30000 in deductions ($8000 in SALT, $22000 in exemptions - Line 42 from 2017 1040 form).. It resulted in a tax increase of $5000 over 2017.
Fortunately I got solar panels in 2018 and I got a nice credit that offset the tax balance and I still got a refund.
I also lowered my exemptions on my W4 so I can be more reasy for 2019 returns.

Can't help but notice that the higher the income bracket the more likely it is that folks believe they got a tax cut according to the article you linked.

OK , I just checked my pay stubs from 2017 and 2018 , in 2018 I was getting $50 more per pay check (40/hours) than I did in 2017 ,
$50x 52 = $ 2600
$2600 + $2500 refund = $5100
2017 refund = $6700
$6700 - $5100 = $1600
So this year I get $1600 less than I did in 2018
