According to a BMI calculator, that's the same as a 5'8 guy competing at 223lbs. He does look very big. These numbers must be inaccurate.

My arms are about 21 1/2.

At 21 (the age in the pic), I'd guess they were 19 in.

example would be 200lb bodybuilder, 18" arms = 9%

Arnold's were around 19.5" and he competed at 240lbs. = 8.125%
