if you listen to the video, you see they have to get permission to engage, then they have to report after the engagement to teams on the ground who then go an investigate

they have to be sure weapons are present in order to fire on the individuals, or when the other teams arrive, they will acknowledge they dead had were not armed.........and the guys in the helicopter will be court marshaled  


you can visibly see guns slung around the shoulders of 2 or 3 people in that group, and you can see another guy peak around the corner of the building with a shoulder mounted rocket
