yep,, some amazing quads on olympic lifters..but same could be said of footballers ( soccer players in american speak) , sprint cyclists and sprint ice skaters, most have the big thick quad development round the knee, and alot of them dont even do direct quad work either....

He is a bodybuilder not a powerlifter. He is only 5 foot 5 ,225lbs..
I'm a firm believer in progressive overload, however look at those guys in those videos legs. Look at most powerlifters legs. They don't look like a bodybuilders. They aren't huge. For some reason going super heavy on squats just doesn't produce gains like going a bit higher reps and feeling the muscle. Not to mention the fact that doing squats like that is treacherous on the knees. Can you find some powerlifters with big legs? The biggest legs are usually on guys who build their rep capacity, and are able to do big weight for tons of reps instead of massive weight for singles doubles and triples.
