I suspect Trump's job approval rating in the Rasmussen poll went up today because he avoided pulling another government shutdown. It will be interesting to see how his declaring a national emergency today will play out. In order to succeed, he'll have to dismantle the constitution and will likely face multiple lawsuits. How do you suppose he will appropriate funds from the military, disaster relief and other as yet unknown resources? From what I've heard, it's congress that has the authority to enact those appropriations and not the president.
