Not trying to downplay it at all. The fact is that no one entering legally is going to swim around the border fence. Therefore, it should go without saying that anyone who enters the country this way is a illegal immigrant. This is why it seems redundant to me to mention them being illegal immigrants. What else would they be? Fish?
