In Oregon, ballots are only mailed to registered voters. Each registered voter get one ballot. If you've never voted before, when you register, you have to show your ID. Here's a guide for first time voters:
When you register to vote or vote for the first time in a federal election in your state, you must prove who you are:
* If you register to vote in person, you must show a driver’s license, state ID, or provide the last 4 digits of your social security number (SSN), if you have one.
* If you registered by mail and did not include your state’s driver’s license number or the last 4 digits of your SSN, you must show an acceptable form of ID (see below) at your polling place.
*If you apply for an absentee/vote by mail ballot and did not include your state’s driver’s license number or the last 4 digits of your SSN when you registered by mail, you must include a copy of an acceptable ID.

in signature verification match the signature on every ballot to the signature on file for the voter.
There are a number of safe guards in place to insure everyone who gets a ballot is entitled to one. When someone dies, their death records are sent to the state and their name is removed. If they've moved and not re-registered, no ballot will be sent out. If someone has not voted for a specified time period, no ballot will be sent out.
Considering all of the above, the likelihood of voter fraud is almost nil. I suppose a husband could vote for his wife as long as she signs the ballot or he is adept at forging her signature. If a ballot is sent to an address where the person no longer resides and the recipient decides to mark the ballot. However, there is almost zero chance a stranger can forge someone signature if they've never seen it.
One can still vote at the polls on election day if they've failed to get their ballot mailed in on time. However, you must have turned in your registration 21 days before the election. Oregon does not allow same day registering.
One way there can be fraud is in counting the vote. The former Clackamas County elections employee who was caught marking at least two ballots cast in last fall’s election will spend 90 days in jail after pleading guilty to official misconduct and unlawfully altering a cast ballot. She was also fined $13,000. She was marking the Republican candidate if the voter hadn't voted for either candidate.
