I like using decline as my first exercise that way I can go heavy. Honestly based on your pic I would diet down and then re-evaluate. It's probably fat that makes it feel like it's hanging.

Why not just flat bench and warm up properly?  Flat bench will sufficiently work the lower pec and there's not much need to do it unless you like the Earnest Borgnine tits look.
