this could be answered sooo many ways...to be succinct i'll answer it one way.....

Mandatory IQ tests for EVERYONE and people with low IQs should be allowed no more than 1 child...then SNIP SNIP...
people with HIGH IQs should be encouraged to breed....ditto for people that have natural resistances to disease , viruses etc

i like how you but some qualifier on the question that makes it impossible to answer. But wait, how can it help the unborn? Only god is the answer right? gtfo, nothing is perfect, why does it need to be, could it even exist? if so how do you know it does?

so the best solution is to make everyone perfect, no mistakes allowed, no evil, shit why didn't god just do that from the start.
