I think it's genetic with a lot of people and harder for some women because of the monthly swelling in the area(or at least for most). I would not do anything but Flat Bench leg raises so that you can concentrate and not swing like people tend to do in Hanging leg raises. You could do a set of Bench leg raises and then a superset with "flat bench Knee ins". I found this combination very good.
