There are many variations of this but it's short for "fixin' to".

Example:  "I can't wait until Jessica gets here because I'm fixin' to get my dick sucked".

Yep, you got the meaning correct.  Fixin' to and going to are essentially the same.  You could also say "finn to".  I know a lot of black people.
