Which was essentially, the US will give the DPRK money, aide in the billions and.....the North Koreans must promise....pretty please, to no develop nuclear technology!....there is a great picture with Albright toasting Kim Jong-Ill after the vaunted "framework" was completed.
Of course nothing was wrong in Clintons era! Never mind the DPRK, an economy on a massive bubble, Somalia, Kosovo, Sudan, Afghanistan, terrorism, the fact that he actually raised taxes, never gave the middle class tax cut he promised...but hey, the French liked us!....oh, no they didnt.
