He has good arms, chest, and back.. His legs are ok to, but if his waist is 34" at 26 years of age, then how big will it be at 36 years old??

34" isn't enormous, most pros who say they have 30-32 inches waist have around 34-36 inches waist in reality

Well, polio these days has mostly been eradicated/addressed, but it was characterized by paralysis when in infancy and later by lack of/no of muscle in the legs, particularly the calves. It cannot be reversed.  :'(
