Brian Brohm is staying for his senior year. I think he will be the top QB in 2008 no doubt. Booty from usc might be up there with him next year aswell.

If Colt Brennan declares (and I think he will tomorrow) you can add him to the first round.  He'll likely be the third QB taken, although I think he's better than Quinn.  Also, DE Ikaika Alama-Francis from Hawaii could be a first round pick (assuming his injury in yesterday's Hula Bowl isn't serious).  Kiper had him at about 25 before all the juniors declared.
