is Dillet soliciting sponsors for his new idea?

It's a little vague to me.  can someone break down precisely what his new organization means?  I am confused.

Also, is the purpose of his appearance on the radio show to get new athletes, or new sponsor dollars behind him?

He's following in the footsteps of Craig Titus by going on PBW to allay his justified feelings of being washed up by incoherently rambling about some organization he's fantasized about.
