TA, Chick explained it pretty well but let me make it even easier for ya.

This is based on experience and not on any written rules or guidelines published by the NPC or the IFBB.

First of all you got to find out who your regional NPC rep is. If you don't know who that is, maybe Chick can let you know and even provide a contact phone number.

Then call the regional NPC rep and let him know that you are interested in "Test Judging" at one of the NPC contests in your area.

He will most likely ask you for your "qualifications" such as :

Do you compete or have you competed in the past?
Do you attend the contests on a frequent basis?
Why do you want to judge?
Why do you think you are "worthy" of test judging?
Etc., etc.

Most likely if you have never been associated with the "sport" in some capacity, he will ask you to get involved and come back next year.

There are a lot of people who want to judge these contests in an official capacity but know absolutely nothing about bodybuilding. I have run into many such individuals over the course of many years.

And if it is your intention to purely be a pain in the ass, you will most likely be denied the opportunity to sit in as a Test Judge.

But if you are serious and genuinely interested you'll most likely find yourself seated with a few other Test Judges directly behind the official judging table with pencil and paper in your hand; ready, willing and able to proceed to prove yourself.

You will be given a short explanation of how to proceed with an official score sheet and then left on your own to rank the contestants as you see fit.

Once the prejudging is complete, your score sheets will be collected and graded via a rather complicated but intelligent gradeing system.

This is the point where most test judges throw up ther hands and are never seen again, but if you continue to pass over a three-contest time frame (that varies) and continue to be genuinely interested and act in a professional manner; your name will be added to the local NPC list of qualified judges and you will be considered to participate as an official judge according to the needs of the local promoter and the local NPC rep.

If you prove to be a worthwhile NPC judging official and want to become an IFBB judge, you wil go through somewhat the same procedures within the IFBB.

It doth appear to me that you want to make "changes" that are beyond the capabilities of any individual on any judging panel. The changes you may be wanting to make appear to be changes that can only be made at and by the National NPC Office.

I recommend that you change your mind about becoming an NPC/IFBB Judge and run for the office of NPC President instead.  That is where the real changes are made.

The IFBB needs and wants more judges.  Do you think that the current group of pro judges (I don't know the exact number, but there are a lot fewer than people think) wants to have to judge so many events a year?  I don't know how many of you travel by air on a frequent basis, but it's a real pain in the butt.  In addition to travel hassles, there's also the time away from their lives and families.  Sure, they are virtual gods at the events, but at what cost?  It's not that they don't love what they do - they do, but the hours are long, and the tangible rewards aren't that great.  And then on top of that, no matter what they do, there are thousands of attacks about what a crap job they did at such-n-such show.  I'm not blameless in this - over the last decade, I've given them plenty of criticism...but tried to offer a fair amount of praise as well, because I don't envy their jobs one bit.   

Like Chick said, these men and women do it purely for the love of bodybuilding.

Now that I think about it, I'm considering becoming a fitness/figure judge. Because to make up for the lack of pay, banging a few fitness chicks might make it worth it.

Odds of a fitness judge banging a fitness chick at a fitness show: 1:1

Those are odds I can deal with.
