I doubt both of these claims, but as an offseason measurement I suppose it is somewhat believable.  I would put Arnold at 6'0.

Look at the 1980 Olympia pics, if he's just 6' then everyone else is like 5'4". I know musclemen are generally short, but 6'1" isn't even particularly tall in real life.
