well no shit, you're 150 pounds and obviously not training like a powerlifter. when i was your weight i had a 28" waist, and i was also an anorexic who didn't eat more than a bowl of rice every other day. you're hardly heavier than my curl. if i was you i'd concentrate on putting some muscle on before you worrying about looking lean.
words of advice: low bodyfat looks like shit when there's no muscle to show.
