I have no idea if they can make you pay or not, but they can certainly screw up your credit rating if you don't.

Most credit cards are issued by banks, and in foreign countries many of those banks are subsidiaries of larger multinationals.  Escape is not impossible but it is very difficult because many of those banks share information with parent companies (especially on delinquent people and bad debtors) and they even share information with each other.

Remember, it is very easy to share information in 2007.  All it takes is the click of a mouse.
