Smokey, that pic's from the 95 Mr O when Doz was at his best conditioning (bar 96, perhaps). I don't think it's loose skin, at least like the stuff Jay Cutler has. It could be a combination of Doz's Christmas tree and a case of him pushing some flesh (and skin) a little back with his thumbs while hitting the pose. Check out other pics from the same contest - Yates was very dry and tight.
Plus, you got to remember that skin's elastic and given Doz went up to well over 300 lbs in the offseason, a little bit of loose skin isn't that big a deal, esp. given it wasn't visible in any other pose.
