I've always become at least conversational in the language of whatever country I'm living in. When ever I moved away I almost always forgot the language though. so far I've learned and forgotten Italian, Japanese, and Spanish. IQ is usually assumed to follow the normal distribution so I don't follow your argument either. If you take random samples from both populations you are going to get a fairly accurate average IQ. America having a larger population isn't really a factor...

I would say Japanese from my native English speaker perspective. I learned Italian when I was about 9 and it wasn't to too difficult, it definately took some practice. Spanish came veeery easily after that because it's so similar to Italian, all I had to do was learn the small differences and I was good to go. German I found was the easiest since it's so similar to English. Once I had the syntax and grammer rules memorized, it was a matter of learning vocabulary. Japanese was the most difficult probably because I was only 6 and had just really become fully fluent in my first language of English. I can't read, write, or speak them, but I can understand bits of French and Russian as my mother speaks the first and my father speaks the second.

A larger number of anything would always be a factor when determining average anything. Finding the average of 100 different numbers is going to be a lot closer than the calculated average of only 25.
