He's a politician, so he wants public support, and the public believes that steroids are bad, so he doesn't wanna go against that.

Exactly.  That article was meant for Joe Sixpack and his soccer-mom wife, not a bodybuilding audience. I mean come on, Arnold must know how ridiculous he must sound to bodybuilders:
