Matthew Hoggard is one of the best conventional swing bowler in the world at the moment in test Cricket. Shaun Pollock is the only other guy who comes to mind who is any good.  Simon Jones (if he ever gets fit again) destroyed the Aussies with reserve swing when the English won the Ashes... Plenty of English swing bowlers. James Anderson can move the ball a mile when he can get his action in check. Flintoff is all about pace and bounce, like Harmison. 

Trust me, none of the Pakistan bowlers swung the ball much when England beat them last summer.

Waqar was amazing, I remember watching a series between Pakistan and England in the 90s (2-2 at the end) and his inswinging yorkers were amazing, no-one could play him.
