What is a Power Shrug???

I have just started the Ed Coan program to get my deadlift up but what is a power shrug? Like a shrug in power rack except done as explosively as possible?  Who knows?

No, it doesnt have to be done in a power rack. Its a quarter deadlift + shrugging combo, done explosively. On the negative portion you lower the bar down to a quarter deadlift position, then explode back and shrug in one motion.
