It would be much easier to talk to you if you had even a semblence of how things worked outside of your dream world. The dems don't need to be in power to influence ROEs and Bush had no choice but to allow the CINCs to tighten them. If Haditha #2 had happened then the public would have been in an uproar. Again, you don't win wars by defeating armies.
