It would be much easier to talk to you if you had even a semblence of how things worked outside of your dream world. The dems don't need to be in power to influence ROEs and Bush had no choice but to allow the CINCs to tighten them. If Haditha #2 had happened then the public would have been in an uproar. Why did Bush wait 4 years to install a general who would write the ROEs to fit what the soldiers needed? 

Why did he wait for 3200 men to die?

We know he doesn't write them, but we also know he does hire/fire the generals who do it.  Was "3200" the magic number when Bush decided it was time to do a little micromanaging?

1. We leave the iraqi cities and let the police go in there and crush the violence.  They know who's doing it, they know the language, culture and people.  It will be a rough few months, but they will do their job and they will crush the insurgency.
