keeping a proportionate physique building even more?

now i know there's muscle groups that if not in proportion aren't gonna grow as well. however is shoulders and arms this way? say a person has arms that stick beyond his delts could that hamper how much his arms grow? when i first started lifting i never trained shoulders for one i didn't know how two it wasn't that important too me three I DIDN'T KNOW WHAT I WAS DOING. so now i'm sitting here and my arms are 17" and my biceps sticks out a good ways past my front delts. my triceps making my rear delts look non-existent. could this prevent my arms from growing as much?  btw i'm still trying to find a good placement for shoulder training in my routine. i'm thinking put em with back. since i only do two muscles on back day and have a 45 minute workout then where as chest day is like 1 1/2 hrs. any advice would be helpful. thanx.

is anybody gonna comment on this. i'd kinda like to know if this is possible or just how stupid it was even.

back should be trained with more sets than chest... and if I were you I would hit shoulders 2 days per week to bring them up
