There should be exceptions. My sister in law, from Nebraska, had to go carry her baby to term,... Despite the fact that the baby didn't have a brain. fluid had built up in the baby's brain and they didn't catch it until late. Very little of the brain formed. The baby had no chance to live and was born dead, they had to drain the fluid from the baby's head to deliver it. It was a traumatizing experience for everyone involved.
