If I didn't have to juice then I wouldn't mind looking like that. 17" arms is a measurement but as long as my arms look good I wouldn't care. I read in a book that Franco Columbu's arm measurement pumped was about 18-18.5" but he still looked awesome.

I read in a Musclemag that Franco Columbu's arm measurement was truly 16.5 "

I doubt Franco's arms where anywhere near 16 1/5 inches! ROLF! And that is while on steroids!
