Chávez arms community groups as he anticipates US invasion

A dozen people gather inside a rudimentary, two-storey brick house in Catia, the most dangerous of all the slums that ring the Venezuelan capital, Caracas.
 
President Chávez is arming community groups

They talk excitedly about plans to repair crumbling walls, clear sewage and help local enterprises. It is the business of civic leaders everywhere - yet this gathering is also the vanguard of Leftist president Hugo Chávez's 21st-century "socialist revolution".

By the time they have been trained and armed, they will also be ready to defend Venezuela against outside interference, including the US invasion that Mr Chávez says he expects.

"El Comandante (Mr Chávez) told us to create communal groups and to tackle problems ourselves," said Lenny Guerrero, 35, to nods of assent from others in the room. "Some government officials came here to help us create the groups. Power will now rest with the people."

On Mr Chávez's order, 17,000 communal councils have now been set up across the country, and an estimated Ł1 billion earmarked to fund them. As the official slogan, "Build power from below", proclaims, their stated purpose is to promote grass-roots democracy and hand power directly to the people - in particular the urban poor who make up the bulk of his most fervent supporters.

But as well as grappling with the grim conditions in slums such as Catia, members of these voluntary groups will constitute a nationwide militia, schooled in Cuban-style tactics for both guerrilla warfare and counter-insurgency.

Gen Alberto Mueller, an advisor to Mr Chávez, told The Sunday Telegraph: "Some communal groups have already received military training. They'll train in their own neighbourhoods and will be equipped with any arms - guns, grenades, knifes - the community can provide. We have a right to defend ourselves, like the UK has, and be sure we'll do it."

Isn't this about local democracy?

Chavez creating community groups, that are supposed to give the individual more pull in everyday governings in the local community.

If you read the article carefully, it doesn't seems like the groups will become militias. Seems like a few have trained. That may mean 3 or 4 IMO.

Out of several thousand.

I'm not one to defend Chavez, but I hate a liar, and this journalist is doing a hit job on Chavez.

He is right that we will find an excuse to start a war with Venex within the next 25 years.  They're 5th in world oil production, I believe.  They're on the hit list.

What he's doing is trying to unite the S. American nations so the US can't pick them off one by one.  Sorta like if Iraq, iran, afghanistan, and syria had formed an alliance in 2001.  They would have been a lot more impervious to US invasions.  When we can pick them off one-by-one, we do it.


You can call him anything you want, but ya know he's right we plan to rape him for the oil eventually, hh6.

He won't last that long...he's squeezing the middle class..and historically those are the folks who begin revolutions....with the poor as the foot soldiers. That said....we dislike people making trouble in our own backyard and this guy is a prize pain in the ass. He's neighbors aren't all enamored with him either.

Iraq, Iran, Afghanistan and Syria forming an alliance? Iran and Iraq were hostile, Syria had no interest in associating with Iraq, et al... On what ground would they form an alliance? That they're all considered "antagonists of the USA" by some uneducated hobby political scientist in Florida? ;)

If they could have sat back in 1999, and looked into the future at 2007 and 2010 and beyond, would they have agreed that staying in power took precedence over their own local differences?

If saddam knew he'd be hung, if Omar knew he'd be ousted, if adhmedijhad knew he'd be dog meat in 5 years...

If they knew these things, it's at least possible they would have formed an alliance to prevent this.  Knowing that US can barely sustain 2 wars, if we had to automatically engage 4-6 nations at once, perhaps we would have taken Ethanol Blvd instead.


S. America is looking at the middle east and wondering when their number will get punched.  Forming an alliance might encourage us not to invent reasons to "liberate" them.

A couple of things:

Ahmadinejad wasn't in power in 1999. The more secular Khatami was.

The president in Iran isn't the number one guy. The Supreme Leader is. His name is (Grand) Ayatollah Khamenei. So any decision of joining an alliance, would've been his. Not the president's.

Back in 1999, Iraq was a controlled country, through the UN mandate (non-flight zone, et al). I doubt very much that any country would've been interested in joining with Iraq at that time.

And I don't see how it's "local" differences. These are completely different countries. Afghanistan and Syria are many miles apart.

my point is that these enemies might have found it in their advantage (to survive) to write treaties to help one another if one is attacked. 

If they knew being taken over was inevitable, ANYTHING would be prefereable.

It seems S. America is learning that lesson.
