Two separate questions. I really don't think it too important to "manipulate" carbs before a workout. In the offseason just eat clean carbs most of the time. The low carb question just pertains to precontest. I usually keep the carbs low most of the week. I'm sure question will be moved to another board since it does not pertain to someone being gay or has a picture of a fat hairy chick.
