"Hotter than Dutch love" (often expanded as "hotter than Dutch love in harvest") is an old regional idiom used to describe extreme heat—usually scorching weather—or, figuratively, a very passionate or intimate relationship.
My grandparents and mother (German) used to say it when it was a very hot day.
