But just now, today, half of the cabinet (people in parliament) have come out in public, to the press, and admitted smoking dope in uni.

The reason he's not charged, is because such an investigation could possibly hurt UK.

Like the moral reason or not: The decision is likely based on National Security rather than anything else.
