Interesting... I was reading today about a firm whose CEo created a phantom competitor, and uses it to dictate his company's reactions and therefore innovations in its field.

When you see stuff like that you have to wonder if he was taking a page from government policy...
...or whether governments have been taking a page from private enterprise.

Governments have been doing that for years.
