If Kovacs arms were 28'' they'd be a couple of inches taller; tricep belly to bicep peak than his head... they plainly aren't... remember, Valentino's arms are only 24 inches.

  Wtf are you talking about The arms of a Human are much, much bigger in relation to the torso than those of a gorilla. If you shaved a gorilla and put him in a bodybuilding stage, the first thing that the judges would notice is just how tiny the arms are in relation to the monstrous torso. Factor in the diameter of the arms of a Human in relation to the diameter of his chest cavity and you'll see that the discrepancy is much lower than that between the diameter of the arms of a silverback in relation to his chest cavity.

Despite the fact that a photo of Kovacs' offseason arm shows a height of 9ish inches, which makes his arm 19 to 21 inches at biggest... with 19 being more realistic.

It's a simple fact that no normally structured human being (5'10''ish) has lean (10%bf) arms:
...over 19'' without being over 200 lbs
...over 20'' without being over 250 lbs
...over 21'' without being over 275 lbs
...over 22'' without being over 300 lbs
...over 23'' without being over 350 lbs

...a 28'' arm would require a lean body mass of approximately 550 to 650 lbs (which, surprise-surprise correlates very well with the gorilla data, allowing for structural differences).

Dorian Yates (never a bullshitter) claimed that at 280 lbs (10% bf) his arm had a cold measurement of just over 20 inches... how people are still swallowing the claims of people like Flex Wheeler purporting to have 23.5'' arms at 230 lbs just boggles my mind.

  No, you have yet to explain why Ronnie 1999 would defeat Dorian Yates through the rounds of a bodybuilding contest. Bodybuilding contests are evaluated for two things:

  Muscularity: This encompasses muscle size, separations, striations and hardness. Dorian and Ronnie are roughly equivalent in muscle size, with Ronnie being more separated and Dorian being harder. So they tie in muscularity.

  Symmetry: This relates to the proportionality of muscles in relation to each other. Dorian only has one muscle weakness(biceps) and Ronnie has several(large glutes, no calves and a gut). So Dorian is more symmetrical through the symmetry round as well as mandatories.

  As for shape, it is subjective and bodybuilders with shapes as different as Wheeler and Nasser have won pro shows, so there is no point there. I think that Dorian's back has better shape than Ronnie's, with the lats attaching right in the tendom, and his abs are more shapely as well as his calves. Again, a matter os taste.

  So, in conclusion: Dorian wins because he is just as muscular as Ronnie but has less symmetrical flaws. This is my argument for why Dorian is better. You have been unable to provide an argument for why Ronnie 1999 would win except posting pictures of Ronnie where he looks better to you. How is that supposed to prove anything?

  there are several factors for this. The one most important is that Dorian retired a decade ago, while Ronnie is still competing. Lots of the people who voted are kids who were babies the last time Dorian won a Sandow, so they don't remember his greatness. Don't underestimate the celebrity factor. The other reason for this is that the people who voted are not seasoned I.F.B.B judges, and they didn't cast their votes while having the official I.F.B.B judging criteria in mind.
