Resorting to "aesthetics" is due to the fact that Mentzer loses on every criteria and will never be remembered as having anywhere near best arms. Unfortunately Mentzer's arms (and chest) were less aesthetic (bloated from drugs), less cut, less refined AND quite a bit smaller. Oh but he was white.

  Taking into consideration biceps, triceps, forearms, both for size and shape, Sergio definitely has the best arms of all times. Some have bigger arms, but Sergio's combination of mass and shape is just out of this World.

Arnold, Ron even Robinson had outrageous bis, but their tris had excellent size and were pretty much in balance, it's a misconception that they had Ruhl type imbalance. Triceps unless they're outrageously big or cut usually just don't jump out as much as biceps.

Mentzer's arms had balance, but so did Robinson, Fox, Padilla, Szkalak, Callender, etc., with MORE size, far more cuts and equal or better aesthetics. I'll give Mike solid balance and good forearms & thickness, but otherwise he didn't stand out at all in that crowd; the hype with him is tremendous.
