The first Mr Olympia Larry Scott had full and balanced development in his biceps, triceps and forearms.

Priest isn't necessarily even in the top 10 because of:

-SF (stubbiness factor) - none of the flow of taller guys
-Lack of peak
-Lack of detail & refinement.

Among shorter guys i'd take Padilla's arms.

Agreed, this was true balance from someone who was a student of BB training. Also had superior aesthetics and was one of the very first BBs with real size in the 1960s after being one of the first clearly on roids. In the context of that era the arms were enormous. In the early 70s Schwarzenegger said those were the best arms.

Sergio's arms were awesome but his biceps were so long and full that I don't think they had very good shape.  In regards to size, his biceps/triceps/forearms were in perfect proportion.

Fuck Ronnie, no one single BBer in history beats Dorians front double bicep! Size, thickness and especially aesthetics come together to utterly destroy Ronnies noodle arms.

1. ronnie

2. fox

flex had great arms but nowhere near the detail, density and thickness of the above.

imo fox did the best with what was available to him, supplements wise. i'd love to know just how much gear fox used. his density and thickness was far ahead of anything i can remember seeing during his peak.
