He is what happens when you have uneducated and unprincipled people in positions of power. 

Really anybody can be a political hatchet man concerned only with the politicization of all facets of government.

Policy and the good of the country were always secondary to his base political instincts.  The man wouldn't have recognized a policy paper if he was choking on it.
