every person of color I know always calls any blonde haircut a Hitler youth haircut, whats up with that?

Hitler Youth haircut refers to the style of the haircut.   If you ever watch old black and white footage from Germany during WWII you will see a lot of young German boys with the combed backed hair similar to that which Jay wears.  It's was a very common style back in those days in Nazi Germany.
