You can plant a mine or an IED under a tar road and cover it up it just takes some ingenuity.
The ANC was very keen in planting mines on tarred public roads in Northern South Africa in the 1980s, they where actually very good at it.
In some areas when the woman went shopping they would have to be escorted with mine proof vehicles to clear the path in front so they could go the the shopping centre and back.
But every now and again some poor sod would go over one.
