I say we just go for it and wipe most of the world out. I can easily build a 1. 2. 3. 4. list for oh maybe 80 countries. Then if we remove time, we should consider that many of these other nations will have hostile leaders in the future, so we can just preempt them all now.

The Pakis have historically been western allies, and Musharaf is firmly in our camp. Pissing off a generally friendly country of 100 million people that has a few nukes simply because a handful of extremists in their backwater regions are terrorists would be a pretty dumb move.
