Shredded glutes (although impressive) should not be the determining factor to a bodybuilding competition.

No, but it helps.  Unless of course you have a torn lat and tricep and Shredded glutes were all you brought to the show.

I thought the contest he "won" this year allowed him to get a pro card...guess I'm wrong.

he's competing at the nationals in nov in dallas.

He won the LH class, but did not earn a pro card. Only 2 pro cards are given out at the USA's.....they were won by deshawn grimez and ben white.
