I agree with all of the above responses, in whole or in part.

But, when thinking in terms of sheer numbers, and that, as far as participation goes, the numbers of those lifting weights, competing in bodybuilding, or just cheating to improve appearance is well into the millions upon millions, then we are no longer talking such small numbers.

You may counter that when I say 'Federal', we can only consider ramifications confined to U.S. territories.

However, those in the 'know' will tell you that the very long, powerful arm of the U.S. Government extends far, far beyond our borders.

So, in consideration of the above, any other thoughts?
