Obama proposes $210 billion for new jobs.

Trying to take a page out of the FDR playbook?

Democrat Barack Obama said Wednesday that as president he would spend $210 billion to create jobs in construction and environmental industries, as he tried to win over economically struggling voters.

Obama's investment would be over 10 years as part of two programs. The larger is $150 billion to create 5 million so-called "green collar" jobs to develop more environmentally friendly energy sources.

Sixty billion would go to a National Infrastructure Reinvestment Bank to rebuild highways, bridges, airports and other public projects. Obama estimated that could generate nearly 2 million jobs, many of them in the construction industry that's been hit by the housing crisis.

"This agenda is paid for," Obama said as the Republican National Committee promoted an "Obama Spend-O-Meter" online to track his proposals and portray him as a tax-and-spend liberal. Obama explained that the money for his spending proposals will come from ending the Iraq war, cutting tax breaks for corporations, taxing carbon pollution and raising taxes on high income earners.

Obama, who has faced criticism that he doesn't have enough policy specifics, asked autoworkers at the General Motors plant in Janesville, Wis., to "bear with me" as his began a policy speech that he said would be unlike his typical rousing addresses to rallies. He read from a TelePrompTer in a cavernous training room, flanked by sparkling new vehicles and a large American flag.

"Today I want to take it down a notch," Obama said. "This is going to be a speech that's a little more detailed. It's going to be a little bit longer, not as many applause lines."

Obama pointedly did not include one of his biggest applause lines, that he would require vehicle manufacturers to raise fuel economy standards. Obama often points out that he delivered that message straight to the automakers during a speech last year in Detroit.

But he didn't mention it on the plant visit that came a day after GM reported the largest annual loss ever for an American automaker — $38.7 billion in 2007.

"I know that General Motors received some bad news yesterday," Obama said. "I also know how much progress you've made, how many hybrids and fuel-efficient vehicles you're churning out. And I believe that if our government is there to support you, and give you the assistance you need to retool and make this transition, that this plant will be here for another hundred years."

Obama heads into Tuesday's Wisconsin primary as the favorite in the state and the front-runner for the nomination. His victories this week in eight contests have put him ahead of rival Hillary Rodham Clinton in the delegate chase.

But Obama did not pursue the front-runner strategy of ignoring rivals. He repeatedly criticized Clinton in an effort to beat back the challenge she still poses to him.

He tied her to likely Republican presidential nominee John McCain for their shared vote to authorize the war in Iraq. He lumped her with President Bush for offering an economic recovery plan that didn't include immediate relief, without mentioning that both the president and Clinton quickly adopted tax rebates.

Obama's appearance in Janesville was part of a strategy to reach out to voters who might be struggling in the economy and who have supported Clinton in most contests so far. Combining exit polls from 19 states that had competitive Democratic primaries before Tuesday, Clinton had a 49 percent to 46 percent edge over Obama with voters who named the economy as the No. 1 problem.

But Obama seemed to be turning that around in his most recent victories Tuesday. In Virginia and Maryland, Obama dominated among the one-half of Democratic voters who named the economy as their chief concern. In both states, about six in 10 Democrats who cited the economy voted for Obama.

Sounds like a winning plan to me. Reduce pollution, reduce an endless drain on the economy, and make the fat cats tighten their belts................ ;D

Yeah...we're not leaving Iraq....Ok good plan except for the funding...just give them massive tax breaks until they get up and running.

The US infrastructure blows--highways, dams, etc.  A little constructive governmental spending might be just what the country needs.

Of course we could still continue to line the pockets of the military industrial complex and big oil thanks the Iraq disaster. 

I don't feel so good about that spending though.

We need more domestic spending, an elimination of those asinine Bush tax cuts and middle class tax relief.  And for the pragmatists, let's cut the off-budget Iraqi spending by half in Obama's first year in office.

Suspend all foreign aid pending a review...Ur going to see a roll-back in Iraq no matter what. The military will have to be over-hauled regrdless of who is in Office.

Won't happen if we get McCain in office.  He's had all the time in the world to propose an overhaul and hasn't done shit.

Something's got to be done about the IRaq spending.  It's out of control.  It's not part of the normal military budget so the 100s of billions of dollars that Bush always calls for and gets goes directly to the debt and deficit.

Talk about mismanagement.  And this buffoon cut taxes on top of that.  That is pure politics of the worst sort.

I'm assuming things continue to get better in Iraq....

Who knows? one of the reasons I want a democrat in office is that it might be possible to talk other nations into playing a role there.  The place will be a powder keg for the foreseeable future, and we can't afford to continue policing it.

Yeah...they should be more involved....NATO is a joke. The friggen Germans won't fight in Afghanistan..they pledged to change missions but I'm not holding my breath.I think it would be good if we could tun over small portions of very quiet area's to muslim peacekeepers...nothing important but "Arab/muslim face on an Arab/Muslim problem"

Agreed on infrastructure, though I think a lot of the job creation would ultimately be temporary in nature.

Just what we need.  Even more strict environmental regulations, increased taxes, and monetary support for the housing market that was responsible itself for what happened.  This is an environment that would only create more outsourcing and influence US companies to close factories here in the US....at an even more rapid pace.......all at the cost of paying lip-service to environmental nutjobs. 

Corporations and the rich already pay the bulk of US taxes.  It is government's responsbility to allocate the taxes properly and smartly.  Paying even more taxes will not solve anything(would make problems even worse, actually) as the gov't has not proven to be fiscally responsible or intelligent.

If Obama wants to truly make a difference, where are his speeches regarding vastly improved American Economic Protectionist policies?  Where are his demands to get rid of our Fiat money system and place us on a currency backed up by a commodity?  Where are his demands to streamline government and putting us back on the road to fiscal responsbility?  Without those, his prior demands and proclamations are meaningless.

It depends on what you mean by "bulk".  In 2000, 63% of US corporations paid zero in taxes.  In 2007, only 18% of federal tax revenues came from corporations.  That's anemic.

And for individuals, when we look at the total tax picture, (not just the income tax), we see a couple of things.  34% of the federal tax income was a flat tax where everyone earning income in the US, up to $100,000 wage base, paid the same amount.  For amounts above that wage base, except for medicare, the rich got a free ride.  46% of federal tax revenue comes from the graded income tax.  Under that system the rich should pay more because it's graded--the more you earn the more you pay.
