Well this is something that america problaby will struggle with for a veeeeery long time. I think most of that "trash" you're speaking of is a direct byproduct of the american society and it's problaby the society itself that prevents it from changing, not the intiative if you understand what I mean.

In my country we also have that type of trash but not nearly the amounts of % you do. Problaby because we have beem socialized for so long now that the whole system has been rebuilt from the ground up and these type of people is getting more rare.
